The Human Safety Net (THSN) is a global network initiated by the Generali Group with a mission to unlock the potential of vulnerable communities, enabling them to become self-reliant, improve their quality of life, and contribute to their communities. The initiative operates across multiple countries, including Thailand, focusing on two core programs: (1) supporting families with young children (0–6 years) to ensure proper early childhood development, and (2) supporting refugees through access to employment and entrepreneurship opportunities.
Guided by the belief of “People helping people,” THSN fosters sustainable social impact through collective action and collaboration.
The Home of The Human Safety Net is located on the third floor of the historic Procuratie Vecchie building in Piazza San Marco, at the heart of Venice, Italy. It serves as a global hub where individuals, organizations, and partners can connect, exchange ideas, and drive social initiatives. Thailand joined The Human Safety Net in 2025, participating in the Families program to support vulnerable families with children aged 0–6 years. In partnership with a local NGO, Community Children Foundation (CCF), the initiative implements the “SMART SEED” model, designed to empower underserved parents with essential skills, knowledge, and resources for early childhood development.
The project was first piloted in Samut Prakan in 2025, focusing on families with young children. Building on its success, the model is set to expand to other provinces with greater needs, extending its impact to more communities across Thailand.
In Thailand, The Human Safety Net is implemented in partnership with the Community Children Foundation (CCF), which plays a key role in delivering on-the-ground activities and providing direct support to families in need.
The SMART SEED Project is a program developed by CCF to provide practical knowledge and support for parents facing limited opportunities and resources. It focuses on improving parenting practices among low-income families who may lack access to quality education and adequate support systems, helping them raise their children in a healthy and supportive environment.
The SMART SEED Project adopts the “6 Seeds” approach to support early childhood development (ages 0–6), a critical stage for learning and growth. The six core areas include:
Throughout 2025, the first year of implementation in Samut Prakan, the SMART SEED Project successfully engaged 124 parents, exceeding the original target by 124%. The program delivered continuous learning opportunities through a range of activities, including parenting workshops, positive parenting training sessions, family engagement activities, field trips, home visits, and the distribution of learning materials—supporting holistic child development.
In addition, 62 teachers from nearby schools were trained using the SMART SEED Model as a core tool. Through the “Buddy Advise” approach, these teachers further cascaded knowledge to 141 additional families, significantly expanding the program’s reach across the province and strengthening a sustainable community learning network
Building on the success of 2025, the project is expanding to Nan Province, particularly in Chaloem Phra Kiat District, where communities face challenges including poverty, limited access to services, and caregiving dynamics such as skipped-generation households and young parents.
In this context, caregivers often have limited time, resources, and parenting support due to agricultural livelihoods and economic pressures. Many children are also at risk of malnutrition and developmental gaps.
In 2026, the SMART SEED Project will focus on empowering parents, caregivers, and early childhood development centers with practical positive parenting skills, appropriate tools, and a strong community-based “buddy” network—ensuring sustainable improvements in childcare and development tailored to local realities.
Throughout 2025, a wide range of activities were organized to support the program, including scrapbook-making, toy and donation drives, and participation in family-friendly events such as Family Run.
A key highlight was the annual fundraising campaign, “Happiness Never Melts”, part of the global THSN Global Challenge held every June. This charity ice cream campaign invites communities to come together to support vulnerable families through collective action.
All proceeds from the campaign contribute directly to the SMART SEED Project under the Community Children Foundation (CCF), helping improve quality of life and create sustainable futures for children and families in need.
